Dealers don't write the manuals. Sometimes the manufacturer does and sometimes independent organizations write them. If a dealer sells a manual for $100, they probably paid between $60 and $75 for it. I guess they aren't entitled to any profit? In one of my previous jobs, I wrote a specialized tax manual. I could sell it cheap because I sold so many copies (50K).
If I could only sell 500 copies, I would have to charge $250 a copy to pay me a fair return for my time to write the manual (or stop writing it). Don't you think that writing a service manual with pictures is complex? It isn't even worth $100 to you? Also, you can get a subscription to erWin for a few bucks, but as I have neither the Bentley manual nor an erWin subscription, I don't know if erWin is worth it or not. I also think that if you have an active erWin subscription, you can print/access any/all of the manuals. So if a person had patience, they could print out the entire manual to PDF. But I seriously don't think that it'd be worth it.

It is pretty weak. There are two different manuals available, the 'Service' which is for really basic maintenance, and the 'Repair' (it think that is what it is called) manual that is very good and has way more info. Erwin is not cheap for very short window of access and they don't let you download anything, but you can print the sections you want. I ended up going that route, printed over 300 pages of what I could forsee needing and stuck it in a 3-ring binder. No comparision between the manual everyone is pedalling and what I got from Erwin.
